Step 1 : Draw a leaf shape.

Step 2 : Draw an oval for the eye. Draw 2 more ovals inside the first oval.

Step 3 : Draw a sideways ?-like shape. Then draw a curved line under it.

Step 4 : Draw another ?-like shape for the top of the bottom lip.

Step 5 : Draw a triangle-like shape for the fin.

Step 6 : Draw a sideways ?-like shape for the top fin. Then draw a curved line on the back of it. Draw 2 inwards curved lines for the tail.

Step 7 : Draw curvy letter ‘s’-like shapes on the tail.

Step 8 : Draw a letter ‘v’-like shape for the bottom-front fin. Then draw a curved line with a ?-like shape for the bottom-back fin.

Step 9 : Draw curved lines in the fins. Then draw rectangles in the lips for the highlights.
